BACKGROUND

The proposed decommissioning of the TSF will take place within the existing footprint of the Glencore Merafe Venture Boshoek Smelter (GMBS), located on Portion 67 of the Farm Boschhoek 103 JQ, within the jurisdiction of the Rustenburg Local Municipality and the Bojanala Platinum District Municipality in the North West Province.

 The coordinates of the locality of the TSF are as follows: 25°29’12.25″S; 27° 6’55.22″E. The TSF was designed, constructed, and is currently being operated as authorised under (Ref: 12/9/11/L191112151648/7/R and 12/9/11/L251223120203/7/V), and has reached capacity requiring decommissioning. The proposed activities associated with this application are to obtain the necessary authorisation to decommission, rehabilitate and close the existing TSF.

LEGISLATIVE PROCESS

The proposed decommissioning will trigger activities published under the List of Waste Management Activities that have or are likely to have a detrimental effect on the environment, 2013, as per Government Notice (GN) 921 of 2013, as amended: Environmental Impact Assessment (EIA) Regulations, 2014 (GNR982 of 2014, as amended) and Listing Notices. The following activities will be triggered:

Category A: Activity 14- The decommissioning of a facility for a waste management activity listed in Category A or B of this Schedule.

 

PUBLIC PARTICIPATION PROCESS

The purpose of the Public Participation Process (PPP) is to notify Interested and Affected Parties (I&APs) of the proposed project and to provide them with the opportunity to raise issues or concerns regarding the project.

As part of the PPP, the identified I&APs, stakeholders and the public are provided with a 30-day period from 28 May 2026 until 29 June 2026 to register as an I&AP and participate in the PPP.
