BACKGROUND
Notice is hereby given of a Public Participation Process (PPP) in terms of the National Environmental Management Act (Act No. 107 of 1998) (as amended) for the application for Environmental Authorisation (EA) through a Basic Assessment Process for the storage of dangerous goods within in an existing warehouse by Rolfes Agri (Pty) Ltd. Rolfes Agri manufactures and supplies crop input products across South Africa, including adjuvants, herbicides, insecticides and fertilisers. The project area is located on Erf 17272 in Paarl within the Drakenstein Local Municipality in the Western Cape Province. The central coordinates for the site are as follows: 33°42’23.22” S, 18°58’53.97” E.
LEGISLATIVE PROCESS
The proposed activity will trigger activities published under the Environmental Impact Assessment (EIA) Regulations, 2014 (GNR 982 of 2014, as amended) and Listing Notices. The following activities will be triggered and therefore require Environmental Authorisation:
Listing Notice 1 (GNR 983 of 2014, as amended)
- Activity 14: The development and related operation of facilities or infrastructure, for the storage, or for the storage and handling, of a dangerous good, where such storage occurs in containers with a combined capacity of 80 cubic metres or more but not exceeding 500 cubic metres.
PUBLIC PARTICIPATION PROCESS
The purpose of the Public Participation Process (PPP) is to notify Interested and Affected Parties (I&APs) of the proposed project and to provide them with the opportunity to raise issues or concerns regarding the project.
As part of the PPP, the identified I&APs, stakeholders and the public are provided with a 30-day period from 11 June 2026 until 12 July 2026 to register as an I&AP and participate in the PPP.
