BACKGROUND

CSPL Solar Power (Pty) Ltd intends to apply for an Environmental Authorisation (Basic Assessment Process) from the DEDEAT for the construction of a solar photovoltaic (PV) plant and associated connection infrastructure to Coega Steels. The proposed development will be located on erven 275, 281 and 329 of Coega, situated within the Coega Special Economic Zone with centre coordinates as follows:  33°45’28.01″S; 25°40’53.16″E.

The proposed renewable energy generation capacity of the project will be below 20 MW and the clearance of indigenous vegetation will be below 20 ha.

LEGISLATIVE PROCESS

An Environmental Authorisation will be undertaken and submitted to DEDEAT. The proposed project will trigger the following activities:

Listing Notice 1 (GNR 983 of 2014) (as amended)

  • Activity 1: The development of facilities or infrastructure for the generation of electricity from a renewable resource where (i) the electricity output is more than 10 megawatts but less than 20 megawatts.
  • Activity 27: The clearance of an area of 1 hectares or more, but less than 20 hectares of indigenous vegetation.

 

PUBLIC PARTICIPATION PROCESS

The purpose of the Public Participation Process (PPP) is to notify Interested and Affected Parties (I&APs) of the proposed project and to provide them with the opportunity to raise issues or concerns regarding the project. This provides all parties to review the Draft Basic Assessment Report and provide inputs, recommendations, comments and / or concerns.

As part of the PPP, the identified I&APs, stakeholders and the public are provided with a 30-day period from 29 June 2026 until 29 July 2026 to provide comments on the draft Basic Assessment Report.
